Arrest Records in Franklin County
An arrest can create records at four offices. The arresting police department owns its incident or investigative report. Franklin County Jail creates intake and custody data when a person is confined. A Magisterial District Court records the complaint, preliminary arraignment, bail, and preliminary hearing. Pennsylvania State Police then receives reportable arrest and fingerprint data for its Central Repository. Each source answers a narrow question, and none should be read as the whole case.
Franklin County has borough police departments in Chambersburg, Waynesboro, and Greencastle, while Pennsylvania State Police serves other areas. The Sheriff’s Field Operations division handles bench, arrest, and search warrants, but a Sheriff record does not include every local police narrative. Start with the agency that made the arrest. Then trace any filed charges through the district court and, if held or waived for court, the Court of Common Pleas.

Franklin County Arrest Lookups
A reliable lookup follows the record from custody to disposition. Use exact names and dates, but confirm identity with more than a name match. The court docket may use an MDJ number at first and a CP-28 criminal number later. A current jail answer may also change after release or transfer.
- Call Franklin County Jail at 717-264-9513 for current county custody. Ask how to submit a focused booking-record request if the person is no longer held.
- Request the incident or arrest narrative from the police agency that made the arrest. Use that agency’s Right-to-Know channel, or its Act 22 process for police audio or video.
- Search the UJS Case Search for the complaint, bail, preliminary hearing, and later disposition. Contact the assigned MDJ or Clerk of Courts when the public docket is not enough.
- For your own full Pennsylvania arrest history, mail PSP Form SP 4-170 for Individual Access and Review. Ordinary PATCH results show only information PSP may disseminate to the public.
- After a state sentence and transfer, use the Pennsylvania Department of Corrections locator. It does not include people still held in county jail.
- When no direct channel resolves the question, send a precise request to the agency that created the record. Include dates, place, agency, and any known complaint, warrant, booking, or docket number.

Franklin County Arrest Agency Routes
The right office depends on where the event began. A Chambersburg arrest report belongs with Chambersburg Police at 116 South Second Street, while the early court trail runs through MDJ 39-2-01. Waynesboro cases begin with borough police and MDJ 39-3-02 on Oller Avenue. Greencastle reports start at the police department at 60 North Washington Street, while its court records are at MDJ 39-3-05 at 401 South Washington Street. Township incidents may begin with Pennsylvania State Police.
Police reports and jail intake records are not substitutes. The report can describe an event, evidence, and investigative steps, subject to lawful withholding or redaction. Jail intake instead records identity, admission, property, screening, holding charges, bail or court data, custody status, and later release or transfer. Arrest Records: What They Contain
A Franklin County booking record can identify the custody event and point toward the next official source. Because the county does not publish a sample online profile, requestable fields should not be confused with fields guaranteed to appear on a public web page.

Franklin County Arrest Intake Path
The local record path follows a clear sequence: Arrest → Jail Intake if detained → Preliminary Arraignment → Preliminary Hearing → Common Pleas if held or waived → Disposition → PSP repository update. At jail intake, staff confirm identity, take fingerprints and a photograph, inventory property, conduct health and safety screening, enter holding charges, and assign custody status. The MDJ then addresses the complaint and bail.
Franklin Central Court generally holds misdemeanor and felony preliminary hearings on Tuesdays in Courtroom 6 at the Judicial Center. A legal holiday can shift that work to Thursday. Dismissal at this stage ends the charge in court, but it does not erase the arresting agency’s report or the jail intake cycle. If a charge advances, the District Attorney files the information in Common Pleas and the final disposition is later reported to PSP.

Recent Franklin County Bookings
A request for recent booking information should go to the jail, not to an unofficial arrest gallery. The jail can address current custody and explain its request process. A person may leave county custody through bail, court order, sentence completion, or transfer. That change can occur before another system updates, so the jail answer, UJS docket, and later disposition may show different points in the same timeline.
After a 48-hour quarantine, the jail permits one personal visit per week from Monday through Friday, 3 to 9 p.m. Visitors need valid government-issued identification and must clear a metal detector. These rules help confirm the official custody setting, but visitation access is not a substitute for a booking-record request.

Franklin County Arrests After Transfer
The state locator becomes the correct custody tool only after a person enters Pennsylvania Department of Corrections custody or DOC-supervised parole. Its data update daily, and the search accepts a last name or inmate number, with a first name available to narrow a common surname. It expressly excludes county-jail inmates. A blank result therefore says nothing about current detention on Opportunity Avenue.

A state transfer also does not convert an arrest into a conviction by itself. Confirm the actual judgment in the Franklin County court case file. The sentence and charge dispositions explain why state custody began and which counts ended in guilt, dismissal, or another result.
Franklin County Arrests After Dismissal
An arrest cycle can outlive a dismissed charge. The police report and jail intake document what occurred before the court reached its result. A UJS docket may show the dismissal first, while PSP data can lag or lack a matched disposition. Name variants and incomplete identifiers can add another gap. Compare the docket, the actual Clerk file, and your PSP Individual Access and Review record before seeking a correction.
Pennsylvania expungement and limited-access rules address different kinds of relief. Franklin County’s Clerk of Courts provides petition packets and requires the PSP SP 4-170 record with a petition. Limited access restricts public dissemination but does not mean every record was physically destroyed. When a repository entry lacks the right disposition, send certified court proof through the PSP challenge process and also ask the Clerk to confirm its source record.
Arrest Records vs Conviction Records
Franklin County arrest records document custody and agency action. Conviction records document a court judgment. The two can remain in different systems, update at different times, and carry different identifiers. Read them together when the final outcome matters.
